A way to organize a question, not settle it for you
When deciding, distinguish uncertainty you can reduce from uncertainty you have to carry. Some questions can be answered by checking a date, asking a person, or testing an assumption. Others concern how a situation will develop and cannot be settled in advance. Put each question in the appropriate category. Describe the moment when attention became action. There may also have been a cost to waiting or a benefit to leaving the question open. Include both if they were present.
